San Diego Down Payment Assistance Programs

While the Federal First Time Home Buyer Tax Credit is gone, and California's Franchise Tax Board is no longer accepting applications for the state's First Time Home Buyer Tax Credit, first time home buyers DO have some options that can get them into a new home in San Diego and Riverside Counties. 

 Down payment assistance programs can be a boon for first time buyers 

The solution may be one of the San Diego Down Payment Assistance Programs

or the Riverside Down Payment Assistance Program 

 

Craig Griffin from Guild Mortage talking about the San Diego Down Payment Assistance ProgramsCraig Griffin at Guild Mortgage is THE person to talk to about these Down Payment Assistant Programs if you are buying in San Diego or in Riverside County. He focuses on these programs (but does all other loan programs as well) and Craig Griffin and Guild Mortgage have gotten a terrific reputation for their success with down payment assistance programs in many San Diego communities (some lenders are choosing to NOT work with these programs).

Griffin and Guild Mortgage know the people involved in the different communities and their particular requirements and quirks, so they know what to do and how to get it done as quickly as possible. 

Given that buyers could get as much as $70K in down payment assistance, depending on the program, using a San Diego Down Payment Assistance Program makes a lot of sense if you qualify for a loan. I just went to his training today and came away very excited about the financial opportunities for many San Diego buyers. 

The cool thing is that these San Diego Down Payment Assistance Programs (DPAs) are silent loans, i.e., no payment until you sell or refinance. Buy a $300,000 home instead of a $240,000 one and have the same payment. Low and moderate income guidelines apply.

First time home buyers in North San Diego County have a special opportunity they may not know about...Down Payment Assistance Programs

You may be able to purchase the home of your dreams with a down payment assistance programAs a first time home buyer in California you know that the Federal First Time Home Buyer tax credit is gone (if you did not get your home under contract before April 30, 2010).  You likely also know that California has a first time home buyer tax credit as well. If not, you can read more about the California 2010 First-Time Buyer Tax Credit that allows up to $10,000 over 3-years for qualified buyers (first time home buyer mean either a buyer who has never owned a home or who has not owned one in the last 3 years). 

What you may not know is that you may qualify for one of the down payment assistance programs in North San Diego County.   

Here's the scoop on the down payment assistance programs for first time home buyers

in San Diego County.

$$$$$      There are down payment assistance programs for certain cities (e.g., Carlsbad, Escondido, San Marcos, Oceanside), for the County, and for the City of San Diego

$$$$$     Programs have either low or moderate income guidelines (based on total income for the household from all sources), e.g., a family of 5 with either $67,850 total income (low) or $97,850 (moderate) may qualify, based on credit scores and other factors

*   *   *   *

$$$$$     Some down payment assistance programs require some money from the buyer; others do not

*   *   *   *

$$$$$      Down payment assistance can range from 5% up to $70,000 with interest rates of 0% - 3%. Loans are paid off when you sell - there are no payments while you own the home.

 *   *   *   *

$$$$$     With these down payment assistance programs and the standard mortgage qualifications (credit, income, loan to value ratios, etc) a first time home buyer could purchase a home in North San Diego County in the $200s and $300s and possibly even into the low $400s depending on the particular program guidelines and available funds [As an example, in Escondido there are 240 detached single family homes priced under $350,000 as of this writing.]

Financing a Home in Carlsbad and in Nearby San Diego Coastal Communities - Is Cash King?

With the more stringent requirements in place for obtaining a mortgage, and for a variety of economic reasons, the manner in which buyers are financing a home in Carlsbad and surrounding communities has shifted.  As one example, there are more investors buying properties for cash since prices are more favorable.

VA (no money down) and FHA (only 3.5% downpayment needed) have become increasingly popular ways to finance a home in Carlsbad, especially for first time buyers, and because many other loan products have disappeared. FHA can be a challenge in some condo complexes here because of the ownership percentages which exceed in the FHA guidelines of 51%, or in the case of recent conversions to condos in the last 3 years or less. 

And some area prices preclude using anything other than cash or jumbo loans because prices far exceed the limits. 

So how are people financing a Carlsbad home, and properties in nearby communities?

Cash transactions ranged from a low of 19% of the sales in Carlsbad, to a high of 40% in Rancho Santa Fe, the most expensive real estate market in San Diego and one of the pricier towns in the US in terms of average price (YTD average Rancho Santa Fe sales price was slightly over $3 million).

Conventional loans are still the primary way for folks to finance a Carlsbad home or in the other communities in my area, based on these statistics for YTD 2009, with almost half financed through traditional means. Conventional loans accounted for 36% of the Oceanside and 47% of the San Marcos transactions, communities with large numbers of short sales and REOs, and 50% of the high end loans in Rancho Santa Fe. The other towns saw 59% or more of their sales financed by conventional loans.

PLEASE, Can I get Some Property Tax Relief?!

If you are a Carlsbad homeowner (or a homeowner anywhere in San Diego county for that matter) the market value of your home or condo may have dropped below the assessed value determined by the Assessor's Office.

So you may be asking, "Can I get some property tax relief?" 

The answer is yes, you can, on a temporary basis 

"Under State law, (Proposition 8) a temporary reduction in assessed value can be made when the market value, as of January 1, 2009, falls below the assessed value." (per the Assessor's website) 

The property tax reassessment period for the 2008-2009 tax year has passed, but you CAN submit a request for reassessment for the 2009-2010 tax year to the Assessor's Office BEFORE MAY 30, 2009.

 

Are property taxes costing you a bundle?You can do this yourself by submitting an application, and it costs you nothing. NOTE - you likely will get one or more solicitations from companies willing to charge you a fw hundred dollars to do this for you; I got one today, in fact, from Property Tax Reassessment in Los Angeles. That's your choice if you want spend your money that way. But it's easy to do - you can complete the application here. The link also includes instructions. 

Comparable properties you include (sales, listings, appraisals) to demonstrate a decline in your home's value must have sold between October 1, 2008 and March 31, 2009.

If your home's value has dropped, you deserve to have a temporary reduction in your property taxes based on a revised assessed value. Know that when the value increases so will your property taxes, in accordance with Proposition 8, but no more than the original value plus the annual CPI increase, up to 2%, required by Prop 13.
