Agua Hedionda 85/15 Plan Passed by Carlsbad City Council

 

The controversial Agua Hedionda 85/15 Plan in Carlsbad, a development east of the 5 freeway at Cannon Road, site of the Carlsbad Strawberry Company and adjacent to the Agua Hedionda Lagoon, was unanimously passed this week by the Carlsbad City Council after much debate, according to a report in the Coast News. Developer Rick Caruso held a press conference the following day.

 

The Agua Hedionda 85/15plan, headed by developer Rick Caruso of Caruso Affiliated (builder of The Grove in Los Angeles, a well-known, upscale urban mall, among other developmentw) and led by a resident-driven initiative, has been in the works for several years, but still must be approved by the California Coastal Commission who will receive the proposal next week.

 

If passed, expectations are for the project to open sometime in 2018.

 

The Carlsbad Strawberry Fields adjacent to the Agua Hedionda LagoonThe Agua Hedionda 85/15 Plan will create approximately 176 acres of open space (almost 85% of the total land) with a 26-acre retail center (15%).

 

The plan combines open space, miles of trails, picnic areas with views of the adjacent Agua Hedionda Lagoon, and outdoor education areas along with a substantial open-air retail area with significant parking.  

 

Caruso’s plan has had both proponents (including the City, the Agua Hedionda Lagoon Foundation, and the owner of the Strawberry Fields) and opponents, as well as a bit of controversy around the gathering of resident signatures and what they were actually told about what they were signing.

 

Because of the resident-led initiative, the City Council had the option of making a decision themselves, or placing it on a special ballot for voters, which would reportedly have cost Carlsbad about $500K.

 

 

Stay tuned for more updates on this  new Carlsbad project with regard to the next level of approval, and what might lie beyond. You can bet I’ll be following this large-scale project closely!
