No one at this point should be surprised that the Carlsbad water bills are due to increase.
Given the water shortages, which includes legal restrictions on water from Northern California due to wildlife protection issues, as well as the increased costs attributable to the water purchase costs and general maintenance costs for the water system, a decision was recently made to increase Carlsbad water bills (as is true in other communities) which includes the wastewater (sewer) rates. These changes will take place August 1, 2009, with an expected increase to average about $7.56/month (or about $90 per year).
Another change being implanted to ensure fairness, promote conservation efforts, reward those who are conserving and penalize those who are not, is a new TIERED system.
The new system will have 3 tiers:
Tier 1 - with a flat rate of $2.29 per unit (i.e., 748 gallons) for 0 - 12 units,- Tier 2 - $2.95 per unit for 13 - 20 units
- Tier 3 - $4.02 per unit for those using 21 units or more.
Wastewater rates will increase approximately 9%, or around $3.28 for the average Carlsbad single family home. This is a flat rate.
Despite these changes, Carlsbad residents should bear in mind that, per the Carlsbad Municipal Water District our agency is one of the most cost effective in San Diego County.

And while we are chatting about water, and shortages, if you are a Carlsbad resident don't forget about the mandatory water restrictions due to drought that went into effect July 1 (and folks in other communities may want to check with your town offices to see if you have them as well - most do in San Diego County these days).
