La Costa Town Center Moves Ahead in Carlsbad

More retail and housing development is on the way as the La Costa Town Center moves ahead in Carlsbad in the La Costa area

Final approval (supposedly) has been recently granted to build this multi-use development at the south-eastern reaches of Carlsbad at the intersection of La Costa Avenue and Ranch Santa Fe Road. The La Costa Towne Center development has been in the works for quite some time, with a number of modifications and scaling down as a result of town meetings, and recommendations from town planners and others involved in the impact studies and review process.

La Costa Towne Center will consist of an 83-acre development with 284,400 SF of retail (with a 100,000 "big box" store), a 55,000 multi-story office project, residential housing (64 single family homes) and a medium density low-income housing project (scaled down from high density).

There will be a couple of gas stations (that seems good since there are none in that area), banks, a grocery (there is a Henry's Fresh Foods Market nearby already but not a big grocery - I don't know who the grocer will be), courtyards, public space, and more. My understanding is that the plans for a movie theatre were nixed. 

I suspect there will be further opposition as the La Costa Town Center moves ahead in Carlsbad (there will likely be significant impact on the housing development already in the area, and nearby Olivenhain in Encinitas) and no specific time frame seems to have been defined. Envision Carlsbad: Planning for the Future - A Community Vision

Carlsbad beaches just south of Carlsbad Village - Jeff DowlerBuyers, sellers and other bloggers have often commented on how much I write about Carlsbad...and wonder how I manage to do so much.

I find it rather easy, because I really enjoy living here and there are so many positive things to write about. It's a good feeling to live some place that you really like and want to tell others about. Not everyone is so lucky. And certainly knowing all these things is a great help to buyers who are relocating here. 

I continue to be very impressed with Carlsbad - the beaches, its weather, the amenities and the services available to residents and visitors. Carlsbad is not an exception, of course, as there are many communities nearby that grab your attention for the lifestyles they provide.

But there is something else - it's the focus, and commitment, to making Carlsbad a great place to live, allowing for the inevitable growth and development that is occurring, while having a vision for the future

The Alt Karlsbad bulding in Carlsbad Village - Jeff DowlerCarlsbad's Smart Growth Plan is one such example, a link with a number of other San Diego communities dedicated to planning for the future in their respective towns. 

Envision Carlsbad is an impressive city-sponsored program geared toward encouraging residents to work together with the city in order to create a vision and plan for Carlsbad's future, a plan that will reflect the values, beliefs and priorities of the community. With the community being almost 90% built-out (in accordance with the General Plan adopted in 1994), decisions must be made to cope with the undeveloped areas and plan redevelopment where needed in order to preserve the quality of life that has been created. Key components of Envision Carlsbad are community involvement and dialogue, which will arise from the following: 

  • Monthly newsletters to residents to keep them informed of the program of Envision Carlsbad and how they can, and should, be involved
  • Workshops for residents in different areas of the community (e.g., March 23 at the city of Carlsbad Safety Center 6 - 8:30 pm; March 25 at Tri-City Wellness Center from 6 - 8:30 pm, April 15 at Aviara Oaks Elementary School from 6 - 8:30 pm)
  • A 4-page survey (hard copy, sent to residents, or on-line) to elicit feedback from residents on diverse issues - their priorities (e.g., traffic flow, protected areas, shopping, historic buildings, the economy, facilities), quality of life, social and demographic factors, etc.
  • Meetings between neighborhood, civic and professional groups and City of Carlsbad staff to discuss these groups' vision
  • A citizens group appointed by the city (Envision Carlsbad Citizens'  Committee or EC3) will hold public meetings to discuss the city's plans and encourage input from residents 

The end result will be a grand plan created from all the input and feedback, developed at the end of 2009, to detail Carlsbad's future. The community's vision will be presented to the city council in order to guide budget decisions and city operations in accordance with the quality-of-life life factors that are deemed important by the community, and help to update the General Plan. Other groups will partner with the city to work toward achieving these over-riding goals as they impact schools, health care and other matters that fall outside the direct responsibility of the City.

This is a terrific opportunity for Carlsbad residents to be involved, let their voices be heard, and influence our future direction and growth while maintaining the quality of life we value so highly.

Smart Growth in Carlsbad, California

Bressi Ranch homes and open space in Carlsbad - Jeff DowlerCarlsbad has a very good reputation as a desirable community for a variety of reasons. One is the excellent school system which has won awards a number of times and most recently had elementary schools that were voted the Best of the Best in California.

Carlsbad also has excellent arts programs, which include the Cannon Art Gallery (with a number of shows each year and family day activities for each show that are free to the public), the Museum of Making Music, and the TGIF Jazz in the Park series (9 shows) on Fridays in the summer, also free to the public.

Anyone living here or driving through has to have notice the dramatic growth that has taken place in recent years and the continued development we see - La Costa Greens, La Costa Ridge, La Costa Oaks, Bressi Ranch, and the new Robertson Ranch that is in the review process in the town. One wonders where it will all end, and it is happening in a planful way of not.

Carlsbad Village - Jeff DowlerCarlsbad is impressive for its focus on SMART GROWTH and the dedication to this is commendable.

Back in 2002 the City Council voted on a new resolution (Resolution Number 2002-072) to support smart growth in the San Diego area. The San Diego Association of Governments (SANDAG), of which our town is a member, developed a plan called the Region 2002 Strategy in order to deal with, in a productive, forward-thinking manner, the increasing growth in San Diego and maintain the quality of life so treasured by those who live here and the businesses in the area.

The challenges, of course, are enormous, and the City of Carlsbad has committed to this plan as part of their overall build-out plans through 2020.

The focus on smart growth is widespread, and includes things such as housing options including affordable homes and apartments (e.g., Poinsettia Station), walkable neighborhoods (e.g., Bressi Ranch), transportation options, jobs near housing, public spaces, preservation of open space, urban public facilities, mixed land use, livable streets in subdivisions (more narrow streets) and more. The master planned communities are part of this overall strategy, and each exhibits evidence of smart growth such as lots of open space, pedestrian pathways and areas set aside for affordable housing development.

Carlsbad Village itself is a good example of smart growth, as a pedestrian-friendly community, with the emphasis on retail, neighborhoods, and business all co-mingled and just a short distance to the beach, with streets that are narrow and easy to navigate on foot. There is also a transit center (Coaster, buses) which makes the Village more accessible to community residents who are not within walking distance.

Smart Growth is an intelligent way to manage our burgeoning population, and necessary to ensure that the town meets the diverse needs of its residents and businesses. Carlsbad is to be commended for its efforts in this process and the forward-thinking attitude so prevalent throughout the community.
