They're flushing the San Elijo Lagoon in Cardiff
The town of Cardiff (more formally known as Cardiff-by-the-Sea) is flushing the San Elijo Lagoon.

The San Elijo Lagoon is an estuary, a combination of a fresh water creek and the salt water from the ocean. The lagoon is at the sound end of town, and the inlet that meets the ocean is near the well known Restaurant Row at the Pacific Coast Highway (Coast Road) bridge.
As a result of storms and tidal activity, a sandy berm builds up at the inlet, which reduces the flow of water from the ocean into the inlet, thus creating unhealthy conditions for wildlife, fish and plants.
The removal of the berm by large equipment increases the flushing of the San Elijo Lagoon and improves the overall ecology, benefitting the over-700 plant and animal species.
The San Elijo Lagoon is, by the way, a wonderful place to visit. The new San Elijo Lagoon Visitors Center is a real treat - you can take a virtual visit to the eco-friendly San Elijo Lagoon Visitors Center if you want.
